Comms antennas were a technology utilized by the Unified Earth Space Council. One of their functions was to block faster-than-light communications between systems, most notably between Tau Ceti and Sol.

It is likely the comms antennas on Tau Ceti IV were established by the UESC in 2893 after their arrival in-system with the UESC Equanimity. That same year, ONI collaborated with Runners to destroy some of these antennas in order to prevent the UESC from blocking FTL radio tower communications between Tau Ceti and Sol..
