Coinciding with the [[Pfhor]] attack on the [[New Cascadia]] colony on Tau Ceti IV in 2794, communications were lost between with [[Earth]]. Fearing anti-UESC groups had taken action or one of the AIs going [[rampant]], the UESC began drafting plans to re-establish contact with the colony and cement order. As well as a show of strength to the other factions within Sol. <ref name = "progodraft1"/>

Planning for the project began in 2795, with the earliest known draft of the project dated October 20.<ref name = "progodraft2"> [https://www.marathonwiki.com/File:UESC_TSdocu_PROGO_memo_B95_DraftB.pdf ''Marathon'' (2025) ARG, Project_Goliath_DRAFT_B]</ref> Many concerns were raised at this stage, the main one being over the nature of the communication blackout. The document's commentary noted that the Marathon carried a [[Chevalerie-class AI|Chevalerie-Class AI]] aboard. This AI becoming rampant was one speculated cause of the blackout.<ref name = "progodraft2"> </ref> Another theory proposed was insurrection, as the colony had the capacity to quickly repair their communication array but hadn't.

In the second known draft, dated October 22, 2795, raised even more concerns over the personnel roster. Specifically the inclusion of 48 purpose-built 3rd generation Mjölnir Mk VII-IX and Sharur Mk 2-6 [[Cyborg|cyborgs]].<ref name = ""progodraft3">[https://www.marathonwiki.com/File:UESC_TSdocu_PROGO_memo_B95_DraftE.pdf Marathon (2026) ARG, Project_Goliath_DRAFT_E]</ref> The commentary noted that cyborgs at the time of the ''Marathon's'' launch were dedicated weapons of war, and that sending any cyborg would be seen as an act of aggression. 

These same concerns were also raised in an email chain between two unknown parties, regarding the project's rapid militarization by [[Mx Moreau]].<ref name = "email chain">[https://www.marathonwiki.com/File:UESC_docu_PROGO_digicorr_23072795.pdf Marathon (2026) ARG, Email Chain]</ref> In some drafts, the number of craft included in the mission reached as high as 14. Some of these ships as well, were specifically designed for orbital bombardment. Later drafts would see the cyborgs replaced by military clones and other military personnel reduced significantly. 

==== Final iteration ====
In the year 2795, Project Goliath was activated and placed under the command of Bethany R Montenegro-Sankara. ASG Moreau argued that the project should include fourteen ships; however, only [[UESC Equanimity|UESC Equanamity]] was chosen for the project. 

The Equanimity was commanded by Captain [[Ningal T Enki]] at launch and held over 200 people on board. Besides the captain, the command team included a Civilian Liaison Coordinator (CLC), Emergency Relief Coordinator (ERC) and Commanding Officer (CO) for the support unit. Both the support and security units included clones. Special operatives were included for signals intelligence (SIGINT), human intelligence (HUMINT), field engineers (FLDENG), and special operations (SPECOP).
